Exchange 2003: How can i limit outgoing mails to 10 per second max

MY ISP sometimes blocks the SMTP server. He wants me to send 10 emails per minute max otherwise he thinks i send spam. I use exchange 2003 sp2. I already limited the max connections to 2 and the number of messages per connection to 2.
