Recreate SYSVOL on 2003 server

How do I recreate the SYSVOL on my Windows 2003 server? We added a new server to the domain and it wasn't replicating the SYSVOL from the other domain controller, so I copied it from the old server to the new one. Yeah, I know... But, anyway if I take the other server offline, I can not logon to the domain. I did make this server a global catalog server....
